The Republic of Tajikistan has applied for financing from the Islamic Development Bank (IsDB) toward the cost of the Joint IsDB/ISFD-GPE-OFID Project for Support to Implementation of the National Education Development Strategy of the Republic of Tajikistan (Phase-II), and intends to apply part of the proceeds for consultant services. The services include Audit of Project’s Financial Statement and preparation of its Report.  Please refer to the General Procurement Notice for this project that appeared in IsDB website, DG Market, and UN Development Business portal dated 11 January 2024. 

The Ministry of Education and Science of the Republic of Tajikistan (Executing Agency) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants who has experience of auditing, specifically preparation of audit report for at least one project funded by Multilateral Development Banks or any international organizations must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). 

Consultants may associate with other firms to enhance their qualifications and clearly specify the type of association (a joint venture or association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected from a national shortlist using the least cost method set out in the Guidelines for the Procurement of Consultant Services under the Islamic Development Bank Project Financing (April 2019 edition, revised February 2023).
